Evaluation of the Policy Responses to Low Fertility Rate

   Over the past two decades, the total fertility rate of South Korea has declined rapidly, recording the lowest level of 1.08 in 2005. Rapid decline of the fertility rate combined with population aging has been taking notice of the policy makers and the public, in that it may bring significant burden to the country in the near future. Korean government has developed and implemented a set of policies that intend to affect demographic development.

In these contexts, this paper evaluates the effectiveness of policy responses to the low fertility rate by using survey methods and analyzes the relation between government intervention and fertility rate by program logic model. The survey result shows a significant gap between policy priorities of the public and the budget allocation of the government which implies that the policy responses do not achieve the expected effects.
