2008 Evaluation Report of the Government Performance Management Implementation Plan

  The National Assembly Budget office evaluated Performance Management Implementation Plan of 40 government agencies in 2008 to support the National Assembly Audit and Inspection of the executive branch.

According to the result of this report, the plans established by the government this year to foster performance-oriented work process and secure effectiveness as well as accountability of government work, were not any better than those made last year. Examples include 25 instances of inappropriate strategic goal setting, 90 instances of poor linking between strategic goals and performance goals, and 317 instances of performance indices which were either set too low or impossible to measure, requiring immediate improvement.

Based on this result, the National Assembly Budget Office recommended that in order for the government performance management to take root in the public sector, systemic improvements are necessary such as: first, strengthening the link between performance management implementation plan and budgeting account of the program, second, strengthening the evaluation capacity of the National Assembly, and third, establishing the right to request reform of government performance implementation plan by the National Assembly.
