Analysis of National R&D Program’s Mid-Term Financial Requirement

  This paper analyzes National R&D Program’s mid-term financial requirement for the period from 2008 to 2012. This analysis examines how effectively the R&D investment is planed considering financial requirements. National investment on R&D is executed by the way of setting a goal of total investment amount and realizing it. However, national R&D finance operation is criticized as it is not based on the concrete plan or future financial requirements.

For the rational and effective operation of national finance for R&D, it is important to analyze proper amount of mid-term national R&D investment based on the concrete plan and social needs, and check whether the direction of national finance operation for R&D is corresponding the national plan.

The results of evaluation are as follow; first, in spite of emphasizing basic and origin research in National R&D Plan, it is difficult to find out the concrete plan for preparing financial resources. Second, it is predicted that R&D finance for supporting small and medium sized firms’ innovation would face financial shortage comparing the national plan for raise up the effectiveness of R&D program for small and medium sized firms. Third, many R&D infra-construction programs or projects for establishing R&D institutions starts without consideration of mid-term financial requirement
