Korea government expanded investments on public facilities through private investment from industry base facilities such as road, port, railroad to life base facilities including school, health, cultural complex facilities by the way of BTL(Build-Transfer-Lease) from 2005. The total payment from government by BTL in future is estimated to have cost of 28,381 billion won, which is about 1,500 billion won every year for 20 years.
But, private investment on public facilities by BTL is criticized as it is a pass on transferring present financial burden to the future generation as being excessive. In the face of these problems, National financial law is reacted in 2009 to decide BTL program's limit of payment through National Assembly. It is for preventing the risk of lowering future finance operation's efficiency from which is excessive heavy burden by BTL.
This paper evaluates each types of BTL facilities performance and execution system for supporting National Assembly's decision on BTL program. The results of evaluation are as follow; first, it is short to consider the future financial burden by BTL program execution. Second, it is not to make enough practical application of private creativeness and efficiency in BTL program. Third, government management of BTL program is not big enough, although the private conducts every things in all cycle of BTL program including design, constructing, operation.
There are several alternative plans to enhance BTL program in this paper. First, it is important to build up BTL program's total management system as much of program goes to operation. Departments related to BTL program need to try accumulation of basic data and make a DB for total management of BTL program. Second, BTL program could be planned as the way to connect with National finance operation plan. Third, it is needed to make clear the way on taking partial charge of risk in BTL program between government and private business agent. Forth, the operation cost of BTL program is estimated by the way of applying systematic life cycle cost. Finally, as though facilities operation is key issue in BTL program, the most of operation agent is small. It is needed to make strict standard to select operation agent for maintaining sound and stable operation.
