An Evaluation on Initiative Program of U-Korea

  Initiative program of U-Korea aims at strengthening the administrative efficiency and social benefit by constructing ubiquitous infrastructure and delivering public services based on ubiquitous technologies. 14 trillion won is scheduled to be invested in this program in 2009 and about 78 trillion won will be invested after 2010 fiscal year.
Ubiquitous technologies have been comprehensively applied to new fields such as logistics, traffic, crime prevention and security, marketing. Nonetheless it is difficult to say that there is enough demand for ubiquitous technologies, and that foundation of technologies is fully prepared. In this vein, lots of difficulties are expected to take place in the application of ubiquitous technologies to the public domain because of publicness and diversity of public services.
This report evaluates the process and outcomes on initiative program of U-Korea and suggests some policy recommendations.
The evaluation results are as follows. Firstly, it is needed to select eligible projects to be matched with for program goals, also to adjust a program scope distinctly in the view of demand-oriented position of local governments. Secondly, it is maintained that government secure compatibility of ubiquitous technologies and reinforce the cooperation and linkage among ministries carrying out similar programs. Finally it is necessary to expand the utilization of the standard service model up to the local governments; the same sense goes for complementing performance indicators of this program, and conducting performance evaluation on the projects that are carried out by local governments.
