A Handbook of Government Loan Program

    The government loan program is to lend money to the specific policy target seg-ments with lower rate of interest than open market interest rate. This government loan program is one of important national financial programs in that it directly supports policy target groups with money.

    142 government loan programs are being carried out by 17 ministries and agen-cies in the year of 2010. The size of government loan is 25,944.2 billion won, which amounts to 8.86 percent of total government expenditure.

    Despite the huge financial size the government loan programs have not been deliberated thoroughly in the National Assembly because they are complicatedly composed of various funds and special accounts. It is also very hard to evaluate such programs with a coherent criteria because terms of government loan such as interest rate and redemption period are differently applied to each program.

    Since there is no control organization in the central government which man-ages and coordinates all government loan programs, it is difficult to comprehend general outline of them.

    Taking account of such inconvenience the National Assembly Budget Office published a “Handbook of Government Loan Program” which provides general overview of various government loan programs in terms of program size, financial resources, program purposes, loan procedures, etc. This handbook will be surely made good use at the budget deliberation and settlement session in the National Assembly.
