National Assembly Budget Office has annually published “Mid-long Term Fiscal Demand Analysis” categorized by programs. The evaluation of National Finance Management Plan is indispensible to accomplish efficient distribution of national finance in the mid-long term. In this regards, NABO has estimated the scale of fiscal demand in Research and Development (R&D) programs from the year of 2010 to 2014.

It is noticeable that the estimated figure of financial cost by the NABO is 3.8 trillion won, higher than the figure in the National Finance Management Plan for the R&D programs. The disparity of estimated figures between NABO and govern-ment implies that the National Finance Management Plan is not taken into account by fully reflecting the specific R&D project plans of the individual departments.

It appears, from the results of the analysis, that the management of govern-ment’s R&D programs need to be strengthened through extending the range of to-tal cost projects, re-examining project selection for the preliminary feasibility test of each project, etc.
