Challenge and Improvement Plan for the Military Medical Program

The military conducts training programs and missions by utilizing cutting-edge weapons systems based on a firm commitment to national defense. Soldiers injured in this process can be directly equated to loss in combat power. Therefore, it is critical that the injured come back to their mission by rapidly receiving medical treatment. In that sense, this process is very essential for restoration of combat power.
The Ministry of National Defense pushed ahead with establishment of military hospitals, and provided medical supplies and equipment. However, as articles in newspapers have already reported, there have been some cases demonstrating “sloppy” military medical systems, such as a draftee’s suicide at a military boot camp and a sergeant diagnosed with terminal cancer. Thus, this report tried to figure out various problems in the military treatment program and suggest solutions to overcome these challenges.
According to the analysis, there has been a shortage of compulsory forces such as long-term military medical officers, radiological technologists, medical technologists, and dental hygienists. In addition, in terms of medicine supply, problems have been found, such as budget execution beyond scope and violation of eligibility criteria for successful bidders. Since equipment was installed prior to improvement of institutions, storage costs would also be incurred. Needs for medical evacuation by helicopter have also been pointed out, although they are not reflected in the budget.
Therefore, it is necessary to devise various measures to enhance the performance of the military medical program by retaining a medical workforce and tightening the monitoring system on medical materials supply.
