“Casebook on bill cost estimates 2009,” the sixth release of casebook since the inau-guration of the National Assembly Budget Office, has been published to inform the current status and improvements of bill cost estimates. This casebook can be broken into two parts.

In the first part, we’ve analyzed statistics in line with cost estimates of the 17th National Assembly and 18th National Assembly. Therefore, current status of cost estimates is easily figured out.

Bill cost estimate rate has increased from 21.7 percent of total bill during the 17th National Assembly to 33.4 percent in 2009. Number of cost estimates prepared by NABO has also gradually increased among the total estimates. The rate was 19.6 percent of total cost estimate bill, but rose to 27.7 percent in 2009.

In 2009, NABO carried out 442 out of 508 requested cost estimates. The average response time was 21.3 days which slightly increased compared to the 19.9 days in 2008. This is due to an increase in the number of requests and NABO’s efforts to deal with as many cases as possible.
