2013 Bill Cost Estimation Casebook

The National Assembly Budget Office (NABO) has published the 2013 Bill Cost Estimation Casebook which is a compilation of bill cost estimations made from the 17th to 19th National Assembly and case studies of cost estimates made in 2013.   

The 2013 Bill Cost Estimation Casebook is the tenth casebook published since the establishment of NABO in 2003. In Part 1, statistics of cost estimates for the 17th, 18th, and 19th National Assembly are analyzed from various angles and compiled in an easy-to-understand manner. In part 2, among the cost estimate reports prepared by NABO and submitted to members of the National Assembly in 2013, 18 cases were selected carefully according to the type of bills: bills concerning social security, compensation, organization, and government programs.

The system for estimation of costs of bills was introduced in July 2005 following the amendment of the National Assembly Act, in order to estimate ex ante the fiscal impact of enactment or amendment of bills requiring the spending of public funds. 

From the 13th National Assembly, when a budget specification was attached for the first time, to the 16th National Assembly, 121 out of a total of 6,298 bills, or 1.9%, were accompanied by cost estimate reports. The ratio of bills with such attachments started to rise sharply and reached 21.8% (1,634 out of 7,489 bills) for the 17th National Assembly, 31.8% (4,428 out of 13,913 bills) for the 18th National Assembly. It was 28.4% (2,426 out of 8,533 bills) for the 19th National Assembly.

  In accordance with the National Assembly Act, NABO renders bill cost estimation services upon the request of members and committees of the National Assembly. For the 17th, 18th, and 19th National Assembly, NABO responded to 500, 1,717, and 1,319 requests, respectively.

 The average response time for the 683 requests responded by NABO in 2013 was 22.2 days, which was 2.3 days shorter than the average of 24.5 days in 2012. Of 1,057 bills involving expenditures proposed by lawmakers in 2013, 366 bills, or 34.6%, had cost estimate reports prepared by NABO attached.
