Cost Estimate for the Basic Disability Benefit of 2010-2015

    In order to cope with the recent surge in legislative demand, the National Assembly needs to build up a systematic legislative system in order to check the mid- to long-term financial impacts from legislation. Therefore, the National Assembly Act has provided the clause of bill cost estimate which is to estimate the budgetary cost for all the newly proposed bills, and the Act restricts the standing committees to con-sult with Special Committee on Budget & Accounts in the case that the estimated cost of bill is over certain amount.

    Additionally, NABO begins to publish a new series of Cost Estimates for Bill in order to deal with the recent budget-related issues. This series covered the cost of alternative scenarios as well as the scientific cost estimate on the original draft for supporting the national assembly to deliberate the bills or budget in a direct man-ner.

    This is the first volume of the “NABO Bill Cost Estimate Series,” which analyze the cost of bill named the Basic Disability Benefit Act, which is now pending in National Assembly. This contains the additional cost to be estimated and total bud-get of the originally proposed bill, and the extended scenarios like the increase of the basic benefit or the supplementary benefit, or extension of income bound.
