The Issues and Challenge for Employment Policy

    Although Korea is considered to be successfully rebounded from the global finan-cial crisis, the employment indicators still seem sluggish. The challenge confronted upon labor market is not merely a product of a business cycle but a challenge caused by social economic structural change. Besides, the employment problem is an im-portant policy issue when Korea seeks out a new growth engine against the back-drop of a low birth and aging society.

    The National Assembly Budget Office established Task Force (TF) team for job creation policy in February 2010 in order to support legislation related to job cre-ation and establishment of fiscal policies on. The TF team had published total of six reports to analyze the important issues in the labor market. The present collection of reports seeks to enhance the efficiency of the legislative activities by comprehen-sively analyzing critical issues, including the achievements and challenge for the employment policies after the Asian financial crisis, the relationship between the productivity growth and employment, task for tax policies to create jobs, the prob-lems of financial support to the small and medium enterprises for creating jobs, Analysis on flexibility and polarization of the labor market, and the achievements and challenge for the supporting youth employment program.
